Should children hug people other than their parents?

Opinions are divided on Breakfast with Martin Bester. Do you agree or disagree?
Many parents are worried that if their child doesn’t hug or kiss a relative or a new family friend, they would be deemed as rude. Some parents, however, feel that strangers should not be tickling or hugging their child.
Hygiene and unfamiliarity is in question.
Parents feel affection should be freely given, but on the other side of the spectrum people feel it should be withheld.
