Outgoing Chief Justice Raymond Zondo on Friday announced that the judiciary achieved eleven out of its thirteen targets for the 2022/2023 financial year.

This represents an 85% success rate.

Zondo presented the judiciary’s annual report at the Constitutional Court on Friday.

This was Zondo’s final report ahead of his retirement in August, when Deputy Chief Justice Mandisa Maya will succeed him.

He said the judiciary wanted to reduce the backlog at all superior courts to at least 80%.

"Taking all the superior courts, we were not able to achieve that target. We were only able to reduce backlog up to the average of 47%, which means that this will have to be a work in progress and, hopefully, in the next annual report, we will perform better.”

Zondo has pledged to remain transparent, even when the results are not in their favour.

"We are frank with you, the people of South Africa. We tell you where we have not performed the way we should have. We tell you where we have performed well.

“We think you are entitled to know because you pay our salaries. We do not think you should not know how we perform our duties, and we will not hide our performance from you.”

Zondo has also highlighted the need for disciplinary measures to be taken against any judge or magistrate facing allegations of misconduct.

"We must account to the public for the performance of the judicial functions. After all, we hold the positions that we hold as members of the judiciary because the public adopted the constitution, which makes provisions for us to hold these positions.

"I want to go further and say the public is central to our constitutional democracy".
