Not true that ANC govt has failed, says Mabuza

Deputy President David Mabuza has come out in defence of the ANC amid claims that the government it leads has failed.

Mabuza answered questions in the National Assembly on Thursday.

MPs questioned him on the national framework towards the implementation of the professionalisation of the public sector, and whether the policy seeks to abolish cadre deployment.

Mabuza came in defence of the policy, saying it aimed at increasing the capability of the state. 

"The public sector, under the democratic government, has never had a deployment policy and we should not conflate formal public service policy concerns with party consultations that are aimed at increasing the capability of the state.

“The president made a submission to the commission of inquiry into state capture on all issues and clarifications that were sought regarding the party’s position and practice of pursuing strategic transformation imperatives under cadre deployment.

“For the purpose of this question, let us focus on the national framework for the professionalisation of the public sector as adopted by the cabinet on 19 October 2022. The framework is a response to a discussion about reforming and professionalising the public sector," said Mabuza.

When asked if the governing party has failed in delivering service to the people as a result of cadre deployment, Mabuza said the auditor-general's report has proven that the party is moving in the right direction.

"I don't agree entirely with that assertion that the ANC government has failed.  We have a number of institutions that can attest to what I'm saying now. The first institution that can attest to this is the auditor-general. The auditor-general would tell you about the performance of our managers, and about the failures in the system.

“Yesterday we were getting a report from the AG about the national government and provincial government. The picture that has been painted, there is progress in the right direction because more and more departments are getting clean audits, of course, there are still departments that are getting adverse disclaimers, and some are failing to meet the deadline to submit their audits, and those are areas that we need to attend to, but it doesn't paint a very bleak and a dark environment.”
