Should children hug people other than their parents?

Opinions are divided on Breakfast with Martin Bester. Do you agree or disagree?
Many parents are worried if their child doesn’t hug or kiss a relative or a new family friend, they would be deemed as rude. Some parents, however, feel that strangers should not be tickling, hugging or kissing their child.
Hygiene and unfamiliarity is in question.
Parents feel affection should be freely given and the other side of the spectrum it should be freely withheld.
